2023年，最高法、最高检与公安部联合颁布的《关于依法惩治网络暴力违法犯罪的指导意见》提出，被害人就网络侮辱、诽谤提起自诉，人民法院认为被害人提供证据确有困难的，公安机关应该协助取证，符合公诉条件的，应该提起公诉。对损害公共利益的网络暴力行为，检察院也可提起公益诉讼。不妨依托这个思路，允许被害人通过网名提起诉讼，由法院在诉讼过程中查清施害者的身份，及时制止明显侵权的网络暴力行为，方便受害人维权。
